J.M. Tyler undertook a survey and study of rail freight operations for CRA c 1982.  Following his study a project to induce a climate conducive to the removal of "taxation (or profits) from the costs of transportation" was conducted by CRA and other interested companies. J.M. Tyler's Collection results from this project to reduce cross subsidies from bulk transport costs. Included are working papers, draft and final submissions on rail transport,  minutes and correspondence resulting from the project.
